District 2 Annual Meeting

The meeting was called to order at 1515 EDT by District
Secretary, Barbara Vosbury.
Reading of the
minutes from 2004 are dispensed with due to technical
problems.

Fleet reports
Annapolis
Fleet - Elliot
Oldak
Elliott Oldak remains as
Fleet captain with Bert Collins as Fleet
Secretary. The AN fleet remains stable at 16 boats, (1
lost and 1 gained this year), and about 29 members. The newest addition to the AN
fleet is Henry Filter, longtime top competitor
in the Snipe fleet. The 2004 AN Fleet Champion is Bert Collins/Guy
Avellon. There are a good number of the AN
fleet currently participating in the Florida
winter regattas.
Chesapeake Bay - Tom Price
The CB fleet gained new member and boat owner, Murray
Leigh, last year. Murray
is quickly becoming a regular competitor around the District, and we expect to
see much more of him in 2005. The CB fleet expressed interest in hosting the
District championships in ’06 or ’07.
Cooper River -
John MacCausland
The CR fleet maintains status quo in 2004 - no appreciable
changes.
Eastern Shore – Bob
Flower
The ES fleet is hanging in as they try to rebuild after
several years of dormancy. Currently holding at 3-4 boats, with some discussion
on how to build interest and increase membership, possibly from the Junior fleet at TAYC.
Mid-Eastern
Shore Fleet -
Karen Alt
Karen reports that the MES fleet is still growing. Last year they lost 1
fleet member and 1 boat, but gained several new active and associate members,
along with several boats.
Currently there are approximately 20 boats and around 30
members in the MES fleet.
North Chesapeake Bay - Larry Parotta
The NCB fleet has remained fairly steady with 9 boats, 10
active members, and 4 associate members. Larry reports that much of their 2004
local season was “washed out” due to the extremely high water flow being
released from the dam(s) upstream on the Susquehanna River. This caused river conditions which were
unsuitable for sailing for much of the latter part of the summer. There are a couple of NCB fleet members
currently in Florida competing in
the winter series of events at Coral Reef YC.
2005 Sailing Schedule
District Championship - There have been ongoing
discussions with the NCB fleet, they have expressed interest in hosting the
2005 D2 Championships. However Larry
expressed concerns with hosting the event much later than May/early June as he
feels there may be ongoing issues with the river levels.
TAYC (home for the ES fleet) has also indicated that they
would like to host this event and suggested the weekend of Jul 23/24. As this
is a weekend with no other Star class conflicts it is determined that we should
move forward with having TAYC host this event for 2005.
Other events – The preliminary 2005 schedule for D1,
D2, and D12, is distributed and discussed.
The first conversation centers around
the Sailing World NOOD events in Annapolis
and in Marblehead. It has been discussed that the Star class
would like to support the Marblehead
event in odd numbered years, and the Annapolis
event in even numbered years. With that
in mind it is strongly suggested that D2 members interested in traveling make
the Marblehead NOOD a planned event on their schedule for 2005.
Next up for discussion is the Tri-District
Championship. D12 will use the Sunapee
Open, 30-31 July, as their event for this trophy, in D1 this year the event
will be the Bedford Pitcher on 10-11 September.
After some discussion it is decided that the MES fleet will look into
moving the Shuster Memorial to Oct 22-23 and we will make this the D2, and
final, leg of the 2005 Tri District Championship.
New Business

Tom Price
mentions CBYRA Race Week, and the interest in having One Design classes
participating on their own courses. It
is determined that the Star class will not be actively supporting this.

Barbara Vosbury
and John MacCausland discuss the various
resolutions which will be voted on at the Annual Meeting during the Worlds in Argentina.
Ø
Barbara Vosbury will be attending the meeting(s)
in Argentina and is available for any D2 fleets that require a proxy vote on
the resolutions.

Bert
Collins led a discussion on
the MOCR and the gender eligibility issues in the NOR for this event, including
the “trickle down” effects of ISAF designating the Star as the equipment for
the Men’s Keelboat in the Olympics. This
is an ongoing issue, there are several members of
District 2 actively working with the Class, and US Sailing to try to prevent
gender discrimination in sailing and specifically in the Star Class. Anyone interested in further details or in
participating should contact Barbara
Vosbury or Bert Collins.

2006 Western Hemisphere Championships - This
event will be held on the Chesapeake Bay at Annapolis YC
from May 23 through May 26 2006,
the preceding weekend will be the Lippincott Memorial regatta, which shall be
the “warm-up” event for the Silver Star Championship.

The NBC fleet is nominated as the host(s) for
the 2006 District 2 Annual meeting and dinner.
Ø
Barbara Vosbury
mentioned that the Penguin Class was looking into a pot luck dinner event after
Saturday of the MRYC Annual Regatta. They would like to include the Star Fleet
also. Tentative plans are for the dinner to take place at the Maritime
Museum.
At 1745, a motioned is made to adjourn the meeting, and the
participants retired to the bar at MRYC for refreshments.
